“The findings outlined in this paper emerged from a culturally-based neighbourhood planning exercise carried out by a non-profit housing organization in Winnipeg's inner city. In this research, Aboriginal residents conducted an ethnographic study among their own neighbours to explore cultural orientations that might be important in setting direction for neighbourhood development. They found that local residents felt "distant" and "disconnected" from the housing program and from other programs that might significantly benefit them. The reasons for the distance were both interethnic and intercultural.” (Abstract)
